Kinosao Sipi (Norway House Cree Nation) is our home, with proud traditions and unlimited potential for the future. This is our land, where our roots run deep. Us Ininiwak people have been here since time immemorial. Our Elders desire to pass down their knowledge to the younger generation while our youth crave a future filled with opportunities. In our traditional communities, each person had a meaning and role—this is what I wish to carry on for the future generations. My vision is that Norway House chart its future while respecting our traditions.
For too long now we have been under the control of the Indian Act. Our ancestors were stripped of their way of life, taken away to residential schools, and further displaced with development that took place without our consent. Our resilience as a community was replaced with poverty, addiction, gangs, poor health care, and a lack of housing. Many people escaped to the city for a better life only to find huge challenges there. This cycle of hopelessness must stop, and we as a community need to heal and recover.
This is why I am running for Chief. I want to serve our community to create a better future. My vision is that Norway House will be prosperous and healthy again. With our strength, we will regain our self-determination and create a better future for all.

Gilbert Fredette
I am running for Chief because I have listened to the community who are asking for change.

My maternal roots run deep in Norway House, and I have always been proud to call it home. While I have split much of my time between Winnipeg and Norway House, I spent several years working relentlessly for the community. However, I realized that to truly make a difference, I needed to improve my education. Having dropped out of high school, I chose to continue my education at the University College of the North (UCN) in Thompson, where I earned a BA in English and Aboriginal and Northern Studies. I then pursued my Master's in Native Studies at the University of Manitoba, a journey that required a lot of courage as I balanced my education with my personal improvement.
As I neared the completion of my master’s degree in 2014, I decided to run for office in Norway House and successfully completed a term as Vice-Chief/councillor. During my term, I held the healthcare, CFS, and education portfolios while representing the chief at external events. In 2018, I worked as a Policy Analyst for Indigenous Services Canada, traveling extensively to northern communities to confirm their healthcare standards. In 2022, I returned to work for Norway House Cree Nation as a senior advisor to council. Currently, I serve as the Associate CEO of Norway House and have been active in the Health department. I am also the Vice Chair of Kinosao Sipi Minisowin Agency (KSMA) and a board member of the Whiskyjack Youth Treatment Centre, as well as on the board of the John Howard Society of Winnipeg.
I am passionate about the healing of our people and empowering them with the tools they need to succeed. My extensive volunteer work with several organizations includes a partnership to deliver opioid education to First Nations communities in Manitoba—a pioneering initiative. I hold deep respect for our culture and have spent many years learning from several Norway House elders. I continue to learn our language and understand our traditions to pass these teachings on to my children and grandchildren.

Throughout the holiday season, Winnipeg charities, including those led by community figures like Gilbert Fredette, are working tirelessly to spread cheer to those in need.

The story of Gilbert Fredette exemplifies the positive impact of United Way's initiatives in the community.

Gilbert has worked with Rossbrook House in Winnipeg which is a part of the United Way of Winnipeg.

Gilbert Fredette and Winnipeg paramedic Cory Guest initiated an endeavor called Walking As One to educate youth about the dangers of opioid addiction. Featured in this initiative are Gilbert and Cory, alongside Tyler, who invited them to Vancouver, BC to present at a staff development day for a treatment centre.

Gilbert has promoted the importance of our Indigenous traditional law and how it differs from Canadian law in some regards. My Masters Thesis: Tribulations and Tears: Stories from the Youth of the Norway House Cree Nation
As Chief of Norway House, my top 5 priorities are:
1. Ensure that each Norway House member, whether they live on or off reserve, can receive timely high-quality health care.
2. Enhance the availability of addiction treatment services, cultural healing supports, and mental health services for all Norway House members both on and off reserve.
3. Develop a unified community vision that is rooted in transparency, traditional cultural values, and an outlook for future generations.
4. Introduce a wrap-around support concept for Norway House members, which will coordinate services so our community can be a safe and nurturing place for all residents.
5. Prioritize increasing housing supply to ensure each Norway House member has a comfortable and safe home.
